	:: Spotlight keys are probably located in the "night vision" section linked above, but they don't have default key. Lately I had to use the new "vehicle functions menu" (i think it was named like this, but it is not the literal name) located in settings - common - somewhere in the top 20, because i could not turn on thermal night vision via normal hotkey during the day, but through this expanding menu i could do that. It may have controls for spotlights as well, even if normal hotkeys do not work. As for if it's not turned on by default, well, the developers like to add new options to the settings which nobody asked for, for example they once added an option to spawn with radar off and it was by default turned to "off" for a while. Try looking around settings for that too, maybe. If it does not work regardless, it's probably something tied to the vehicle itself.
