The Imperial Japanese Navy never put much effort into protecting their merchant ships from submarines prior to World War II. This is due to the IJN view of submarines in their doctrine, not as commerce raider but intended for direct combat. The Type 3 depth charge was introduced during the war to solve this issue.

Like other areas where Japan was deficient during this period, the design was copied from a foreign source.
